Oh my friend, you do not realize that there is an instantaneous tax that can be passed...probably with broad bipartisan support and, unfortunately without much public angst.  With gasoline prices tanking, the opportunity for increasing VA&#039;s 17.5 cent gasoline excise tax to over 20 cents and indexing it to inflation is greatly increased...After all, who will notice a 5-cent increase in gasoline taxes as prices fall?  Heck, a 10-cent increase is not out of the question.  The political cover?  It will put us in line with our neighbors...
