Supervisor Marty Nohe (R – Coles District) is presenting to the Board a resolution opposing the HB6055 debacle.

SECOND:RE: CALL ON THE VIRGINIA GENERAL ASSEMBLY TO REJECT THE INEQUITIES OF THE SOURCES OF REGIONAL TRANSPORTATION FUNDING AND LOCAL TAXATION OF STATE TRANSPORTATION RESPONSIBILITIES AS PROPOSED IN HB 6055
ACTION:
WHEREAS, the Prince William Board of County Supervisors adopted Resolution 08-660 on June 17, 2008 calling on the Virginia General Assembly to adequately and appropriately address transportation funding at Special Session II on Transportation that convened on June 23, 2008; and
WHEREAS, Resolution 08-660 also called on the General Assembly not to require local governments to impose taxes and fees needed for regional transportation funding since the transportation network is the responsibility of the Commonwealth of Virginia; and
WHEREAS, the Rules Committee of the House of Delegates has reported without recommendation HB 6055 (Hamilton) that would have Northern Virginia local governments impose several taxes and fees for regional transportation purposes that in the cumulative compose over 92% of the revenues for the Northern Virginia Transportation Authority (NVTA); and
WHEREAS, HB 6055 as currently proposed would impose several new state taxes and fees and allocate 30% of the income tax revenue generated by the Port of Virginia for regional transportation projects in Hampton Roads in such a manner that the State would be imposing or providing all of the revenues needed for that region’s transportation projects; and
WHEREAS, HB 6055 would require the NVTA to consult with the Northern Virginia Delegation to the General Assembly delegation on the use of such funds; and
NOW, THEREFORE, BE IT RESOLVED that the Prince William Board of County Supervisors calls on the General Assembly to reject the pending inequity of State and locally imposed taxes for regional transportation projects found in HB 6055; and
BE IT FURTHER RESOLVED that the Board opposes any required consultation with regional members of the General Assembly since such members already serve on the NVTA; and.
BE IT FURTHER RESOLVED that the Board reiterates its opposition to any attempts to require local governments to enact taxes and fees to fund regional transportation needs that are the responsibility of the Commonwealth of Virginia.
As you can see from the beginning, the meeting is July 8, one day before the special session reconvenes. This would be a powerful message to send to Howell et al.
